Significant accord

Sometimes talk about partnership between China and the United States
sounds hollow, because it is, more often than not, little more than
rhetoric.

The Memorandum of Understanding between the National Development and
Reform Commission and the United States Department of Energy on boosting
energy efficiency in Chinese industrial sectors, however, may deliver
very tangible benefits, to the two countries and to our planet as a whole.

By agreeing to coordinate energy strategies and sharing expertise, the
world's leading energy consumers made a choice of far-reaching
significance. For this alone, the US-China Energy Policy Dialogue is a
tremendous achievement.

The two countries have different priorities and agendas at home. But
their needs for energy conservation and environment protection overlap at
many points.

To upgrade the efficiency of our economy, and to reduce pollutants, we
want technologies and services to transform our traditional mode of
production. The Americans have significant expertise and products we
need. Partnership is therefore both necessary and possible. Each side has
plenty to gain in such a partnership.

The indirect environmental dividends aside, American companies will find
a huge market in China, the potentials of which are beyond measure.

Beijing is a telling example of the country's desire to reshape its
industrial landscape. The municipal authorities recently announced that
it would bid farewell to energy-intensive and high-pollution industries
by 2010. The goal is to cut energy consumption for every 10,000 yuan of
industrial output by 30 per cent from that of 2005. In addition to
closing down wasteful and polluting factories, it also entails extensive
reshuffling of technologies and equipment.

Recent failures to reach set goals in pollutant discharge have prompted
the national leadership to get tougher. The political will is beyond
doubt. The rest depends on the degree of technological support available.

The broadening horizon of international cooperation offers Beijing and
the rest of the country unprecedented possibilities.

The joint projects spelt out in the memorandum display an explicit
attempt to tailor American experiences to Chinese realities from which we
see a greater chance of success.
