China CITIC Bank's A shares surge on debut

Chen Xiaoxian (R), president of China CITIC Bank, gets set to ring the
gong to signal the bank's debut at the Shanghai Stock Exchange on Friday,
April 27, 2007. The bank raised a total of $5.4 billion in its initial
public offering, making it the world's biggest IPO so far this year.

Apr.28 - The share price of China CITIC Bank, the country's
seventh-largest lender by total assets, almost doubled on market debut at
the Shanghai bourse on Friday, beating analysts' expectations.
The Shanghai stock market, however, fell despite the rise in China CITIC
Bank shares, which jumped 96 percent from the issuing price of 5.8 yuan.
The shares opened at 9.21 yuan and closed at 11.37 yuan.
The bank raised a total of $5.4 billion in its initial public offering,
making it the world's biggest IPO so far this year.
"We are satisfied with the opening price of CITIC Bank, which exceeded my
expectations," said Chen Xiaoxian, president of China CITIC Bank, at a
press briefing.
Chen said CITIC Bank will strengthen its business focus on corporate
banking, and rectify deficiencies in other areas, including retail
banking.
"We will strengthen our cooperation with foreign investor, BBVA,
following the stock listing, and will find opportunities for acquisition
and mergers if government policy permits," he said.
China CITIC Bank has frozen a total of 1.2 trillion yuan in online
subscriptions, the largest amount in China's A-share market.
The Shanghai composite index dropped 0.61 percent to close at 3759.87,
led by a drop in banking stocks.
Meanwhile, CITIC Bank's Hong Kong-listed H shares rose only 14 percent to
HK$6.68, plagued by overall market shares falling sharply amid worries
that China may announce further economic-tightening measures during the
Labor Day holiday next week
"It is a bit disappointing to see shares in CITIC Bank close at such a
price, the recent results of all Hong Kong-listed mainland companies,
especially mainland banks, are pretty strong," said Paul Lee, senior
analyst with Hong Kong-based Taifook Securities.
"Speculation over new policies to cool down the overheated economy made
investors cautious. The market might undergo a correction later," Lee
said.
Nevertheless, investors are optimistic about China's economy and its
banking industry, he added.
Chinese mainland banks have raised about $60 billion in stock offerings
in the past two years as rapid economic growth drives demand for
financial stocks.
Lenders, including the Industrial and Commercial Bank of China and Bank
of China, saw their domestic shares surge last year, enticing smaller
rivals to follow suit.
The country's economic growth accelerated to 11.1 percent in the first
quarter, boosting the appeal of mainland equities.

Gift pandas to arrive in HK tomorrow

The names of the two pandas won't be released until at the handover
ceremony. It can be estimated that they will bring a lot of joy to Hong
Kong.

Chinanews, Hong Kong, April 25 - The two gift pandas from the Chinese
central government will arrive in Hong Kong on April 26. The citizens
there will be able to visit them on July 1, after a 60-day quarantine.
The pandas will be sent in a special car to the Chengdu Airport, where
they will fly to Hong Kong in a chartered Boeing-747 at 7:30 am on April
26. It is estimated that they will arrive in Hong Kong at 4 or 5 pm. In
their journey, they will be accompanied by a veterinarian and a breeder
from Wolong Giant Panda Research Center. Their final destination, the
Ocean Park has also assigned a veterinarian, a veterinarian nurse and a
breeder to receive them.
The names of the two pandas won't be released until at the handover
ceremony. It is said that they will not live in the same room with Anan
and Jiajia, the current two pandas in Hong Kong.

"High-wire act prince" to break world records

high-wire act on the Wangwu Mountain, in the air 200-m above the ground.

CPI expected to rise 4% in 2004

Chinanews, Beijing, Dec.8 (By Yu Jingbo) - Ma Kai, director of the
National Development and Reform Commission (NDRC) said at the conference
for national development and reform on December 8 that he expected the
consumer price index to rise 4% in 2004. To maintain a relatively stable
CPI is going to be a significant economic task for next year.
According to the latest statistics cited by Ma Kai, November CPI rose at
a slower pace of 2.8% year-on-year, 0.3 percentage points lower than the
previous month. Based on the statistics from the first ten months, Ma Kai
predicted that CPI would rise 4% in year 2004, 3.8-3.9% to be precise.
As for his outlook on next year��s CPI, the director said that there was
increasing inflationary pressure, with manufacturing materials bearing
the brunt of rising prices.
Stable prices will be a key economic task for the government next year.
Ma Kai added that the fundamental price stabilizers would include curbing
the overly rapid growth of fixed-asset investments, rational control of
money supply, and maintaining the balance between the supply and demand
of grain and important factory materials. Moreover, as one of its
strategies to stabilize prices, China would strengthen control without
imposing any price increase.

Thousands join rally against Japan in Beijing

Beijing, Apr. 10 - More than 10,000 Chinese have joined the Saturday
rally in Beijing protesting Japan's distortion of its wartime past and
Tokyo's bid for a permanent seat on the UN Security Council.
People, echoing a call on Internet bulletin boards, came to the Hailong
shopping center in northern Beijing's Haidian district, carrying Chinese
flags and anti-Japanese banners.
Japan officially approved new textbook on Tuesday which glosses over
Japanese wartime atrocities.
The gathering participants called out slogans as "boycott Japanese-made
products," "safeguard Diaoyu Islands," and "smash Japan's daydream of
seeking permanent seat on the UN Security Council."
About 1,000 people started the gathering in the morning and more people
joined the protest. The number reached 10,000 at noon, and the group
marched from Zhongguancun street to the east part of Beijing where the
Japanese Embassy locates.
The police were keeping the order along the route.

Emperor Qianlong Stele unveiled

On Apr. 4th, the last part of the Emperor Qianlong Stele was unearthed.
On the afternoon of Apr. 3rd, a 6.7-meter high stele, composed of five
parts, was found in a factory at Xiannongtan, Beijing. The stele weighs
over 40 tons and was written by Emperor Qianlong. It contains two
chapters, Huangdu (Imperial City) and Didu (Imperial Capital), both
record grand events that took place in Beijing during the Qing Dynasty
(1616-1911). Experts said that this perfect stele had not previously been
recorded, but would be listed as a national cultural relic. It is also
among the most significant archaeological discoveries over the last
decade in Beijing. The stele will be placed in the Beijing Museum.

Apr. 2 - Nearly 100 thousand domestic and overseas tourists have visited
the Tibet Autonomous Region in the first quarter of this year. Nearly 100

Tourist numbers increased six percent year on year, bringing in about 90
million yuan, or 11 million US dollars, in revenue.
Most overseas tourists are from the United States, Japan, Germany,
Britain, France, Holland, Switzerland and Singapore.
Deputy director of the tourism bureau in Tibet, Deng Zhu says this year
marks the 40th anniversary of the establishment of the Tibet Autonomous
Region and more tourists are expected to visit the region.

Sunrise International Hotel. Eight fighters from five countries
participated in the contest. In the first match, Marbel Zurita, IFBA
flyweight champion fought against Korean opponent Shin Hee Choi. In the
7th round, Shin Hee Choi was injured, stopping that match. Based on
points, Shin Hee Choi from Korea won the bout. In the following three
fights, the boxers fought for the full 10 rounds. Fighters from South and
North Korea were victorious.

(Mar. 29) Statistics of China Customs indicate that China imported 122
million tons of crude oil in 2004 to meet its 314 million ton crude oil
demand. More than 40% of crude oil supplies rely on imports. In 2005,
China's overall oil demand is expected to increase 10% to about 354
million tons. This year, China will focus on enhancing exploration and
output at domestic oilfields and work to reduce dependency on overseas
oil supplies whenever possible. However, some experts suggest that China
should also strengthen international cooperation and enhance utilization
of overseas resources in order to bolster sustainable economic

Domestic software penetrates Microsoft's monopoly

Chinanews Mar. 28 - Sources from Ministry of Commerce indicate that
China's provincial governments last year spent 250 million yuan (30.23
million US dollars) on the procurement of office software, of which
domestic software only accounted for 24% or 61.2 million yuan (7.4
million US dollars). However, among the total 410,000 sets of office
software, domestic software took a big share of 280,000 sets, accounting
for 68.4%.
As for operating system software, Microsoft's monopoly lost its
stranglehold: domestic os software accounted for 45,000 sets, or 39.2% of
the total of 115,000 sets. 97% of anti-virus software was domestically
made.

Iron ore price hikes

The State Information Center predicted in its report that 71.5% price
hikes in April will place great pressure on China's steel makers,
especially small and medium-sized companies. In recent years, China's
steel output has maintained rapid growth, resulting in greater dependence
on iron ore imports. In 2003, China replaced Japan as the world's top
importer of iron ore. In 2004, China's steel output totaled 272 million
tons. Its iron ore import rose 40.5% year on year to 208 million tons,
accounting for 50% of China's total iron ore consumption. Import will

Auckland University to set up Confucius Institute

Chinanews, March 22 - Auckland University of New Zealand plans to
establish a Confucius Institute, in an effort to facilitate the middle
schools and colleges to list Chinese language as the second language and
the international language courses.
The planned Confucius Institute of Auckland University will join hands
with other related colleges and all the middle schools to promote the
Chinese language to New Zealand people, which aims to enhance New Zealand
people's comprehensive understanding of the language culture of Chinese
and persuade them to learn Chinese as an efficient business tool.
New Zealand has a population of some 4 million. Auckland is the biggest
city in the nation and has one and half million people of which 120,000
are overseas Chinese.

for Olympic gymnasiums and supporting facilities will be launched on a
comprehensive scale this year.
The conference will publish tender information on Olympic gymnasium
construction, in addition to information on IT applications, intelligent
construction and outdoor facilities. This includes standards for building
materials, construction structures, fixtures and equipment for main
buildings, special floor timber, lawns and tennis courts, and supporting
facilities, such as stand seats and lighting.
Energy conservation and environmental protection will be an essential
part of the conference. Liu said that the conference would welcome
competitive enterprises from home and abroad, particularly those
outstanding for their energy-saving and environment-friendly equipment
and unique business philosophies and designs. Energy conservation,
environmental protection and a recycling are a part of every Beijing 2008
Olympic Games project, and will help the city realize a "Green Olympics."

BEIJING, March 13 - China's economy is still on the fast track, and its
growth is expected to reach between eight and nine percent in 2005, said
a report published recently by the China Center for National Accounting
and Economic Growth.
It also pointed to the fact that the country's macro-control policy to
rein in the economy had been a success, easing unbalanced market supply
and demand and inflation pressure.
The report says macro control should continue in 2005, and that the
government should step up efforts to promote consumption and create
better conditions to further develop a foreign-oriented economy.

Banking reform to continue despite scandals, central bank official

BEIJING, March 10 - A Chinese central bank vice-governor noted Thursday
the vital reform of state-owned banks will not postpone despite scandals
in recent years including a Bank of China (BOC) fraud case that
reportedly involve as much as one billion US dollars.
"The reform will be advanced as scheduled," Guo Shuqing, also amember of
the National Committee of the Chinese People's Political Consultative
Conference (CPPCC), said in an interview with Xinhua on the sidelines of
the top advisory's annual session.
The head of the BOC's Hesongjie sub-branch in Harbin, capital of China's
northernmost Heilongjiang province, embezzled a hefty amount of deposits
from a local highway company and then disappeared in January this year.
"The BOC runs fairly well, but its supervision over operations at
grass-root level branches are not in place," said Qin Chijiang,deputy
secretary-general of the China Financial Association.
Some people capitalized on the "weak links" in banking reform to commit
crimes and pursue their own interests, acknowledged Qin,a deputy to the
National People's Congress, China's parliament.
China initiated the latest, ambitious reform on the financial system at
the end of 2003 when the central government injected a combined 45
billion US dollars into the BOC and CCB to help boost their capital base.
They have both become joint-stock banks and are negotiating with
potential strategic investors, who will acquire their shares and help
streamline their operation. The BOC and CCB are both aiming for stock
market debuts.
It is "astonishing" to see the fraud case happen on the BOC, a bellwether
on the reform, Guo Shuqing said.
In some sense the case is not a "bad thing", however, he said. "The
uncovering of the BOC case shows directly that the banking reform has
made certain achievements. The progress of reform has made scandals
unable to hide anywhere."
He noted pilot reform of Bank of China (BOC) and China Construction Bank
(CCB) had been "basically smooth" over the past year. "The progress is
fruitful and in line with our expectations."
Governor Zhou Xiaochuan of the People's Bank of China, or the central
bank disclosed earlier that stock market listings are "notfar away" for
the BOC and CCB.
He said the Industrial and Commercial Bank of China (ICBC) and
Agricultural Bank of China (ABC), the other two state banks, wouldalso
push on the joint-stock reform by taking advantage of experience from the
BOC and CCB.
But Zhou did not reveal how much the central government would into the
ICBC and ABC and where the funds would come from.

According to the Hang Seng Economic Monthly, even after the People's Bank
of China raised the interest rate last October for the first time in nine
years, it may once again increase rates by 50 basis points. Hang Seng
Economic Monthly said that due to recent inconsistent economic
statistics, the Central Bank did not take any action after it raised the
interest rate by 27 basis points last October. The bottleneck in upstream
sectors, the rise of labor costs and pressure from PPIs may be what
drives the Central Bank to take action.

released its report on the 2004 online game market, claiming that its
overall earnings reached 2.47 billion yuan in 2004, an increase of 47.9%

Beijing Olympic Village project gets approval

Chinanews, Feb. 18 - The National Development and Reform Commission
(NDRC) has approved construction plans for the Olympic Village of the
twenty-ninth Olympic Games. The number of rooms and parking spaces will
be announced next month. Construction for the project is scheduled to
begin early this summer, and the village will be completed by the end of
2007.
The village will be located in District B of the Beijing Olympic Park. It
will cover 517,000 square meters, and will consist of apartments for
athletes, buildings for Olympic Committees, public facilities for
residential districts, service centers and underground parking lots.

The rapid development of new industries has also created new occupations. For instance, with the boom in exhibitions, there is demand for people who can plan and offer services for exhibitions. CNOOC' crude oil output expected up 19%

Chinanews, Feb 3 - China National Offshore Oil Corp (CNOOC) disclosed
today that it would successively commence sixteen oil and gas
exploitation projects between 2005 and 2006. In particular, nine new oil
fields will be put into production this year, and the company's annual
crude oil output is estimated to increase by 19%.
According to Fu Yucheng, president and chief executive officer of CNOOC,
the company would invest 2.2 billion US dollars in exploitation in 2005,
up 33% from last year. In addition, with an exploration budget of around
260 million US dollars, CNOOC will mainly focus on the prospect of its
reserves in new costal waters and deep oceans.
Reportedly, the company set its net output target in costal waters at the
equivalent of 141 to 146 million barrels in 2005. Compared to an output
of 118 to 123 million barrels in 2004, the company should see a 19% rise
this year.
Yang Hua, chief financial officer and senior vice president of CNOOC,
said that the company's total production cost was still below that of its
competitors. He expressed that CNOOC would continue to maintain its
competitive cost structure while striving to alleviate the cost pressure
from factors beyond its control.

Nearly 3000 overseas students studying in Suzhou

Chinanews, Suzhou, Jan. 31 (By Yao Jing) - Latest statistics from the
Suzhou Municipal Bureau of Education show that by January 2005, Suzhou
has 2894 overseas students from five continents studying at local
preschools, primary schools and middle schools all around the city and
the county.
Suzhou has witnessed rapid and healthy growth for its open economy in
recent years. About 90 of the top 500 companies and more than 10,000
export-oriented businesses, 40% of which are foreign-funded, have
presence in Suzhou. Accompanying these businesses are a large number of
foreigners and their families working and living here.
Currently Suzhou has nearly 3000 overseas students from 31 countries
including South Korea, Japan, Singapore, the United States, Germany,
France, Peru, Canada, the United Kingdom and Malaysia, mostly from the
first five countries. Overseas students of Chinese ethnicity are mainly
from Taiwan.
The number of overseas students will continue to increase as Suzhou's
open economy keeps growing and as more international schools are opened.
Statistics show that the number of overseas students studying in Suzhou
is increasing year by year. In the 2003 to 2004 academic year, the number
of students increased by more than 300 from the previous academic year,
and for the 2004 to 2005 academic year that number has grown by another
500.

Guangzhou: Bone carving exhibition

An exquisite bone carving exhibition, "Four Seas with One Heart for
Unification", was unveiled in Guangzhou's Zhengjia Square on January 30.
Made with thirty thousand oxen bones during the last five years, this
large-scale bone carving exquisitely presented images of major
architectures of the Beijing 2008 Olympic Games, the Victoria building
cluster of Hong Kong, Sam Ba Sing Tsik of Macao, Zhongzheng Museum of
Taiwan, Oriental Pearl Tower of Shanghai, and Five-sheep Statue of
Guangzhou. The Boeing 777 that flew between the Mainland and Taiwan for
the first time in 56 years was also included in the artwork. The piece
will be auctioned in itinerant exhibitions in China's Mainland, Hong
Kong, Macao and Taiwan.

China Southern ordered five Airbus A380

Chinanews, Jan. 26 - The French Ministry of Transport announced a few
days ago that the Airbus SAS would seal a purchase contract later this
week with China Southern Airlines for five A380s. According to Airbus
A380's current catalogue price of 280 million US dollar for each plane,
five A380s would cost a total of 1.4 billion US dollars.
Having attracted 14 customers and 149 orders for the A380 all over the
world, Airbus has been in frequent contact with Chinese carriers, hoping
that its A380s can fly in China's sky. Before this announcement, there
was a rumor that China Southern and Air China would order ten A380s. But
the fact was that no A380 was included in Airbus's two subsequent big
orders with Chinese carriers. Thus, it became doubtful if A380 would soon
land on Chinese soil.
Will China be the next buyer of the A380? A concerned person from the
Public Relations Department of Airbus China said that so far a few
Chinese carriers had showed interest in the A380 and were still in
contact with his company on this plane. The China Southern Airlines'
spokesman said that it was the current aviation market which would
determine when and what plane it would buy. Meanwhile, the airline also
had to take cost into careful consideration.

First LOMO photography and artwork exhibition

China hopes the European Union will recognize China's full market economy
status (MES) as soon as possible, Ministry of Foreign Affairs spokesman
Qin Gang said on Thursday.

"I hope the EU can make a correct and wise decision to recognize China's
full market economy status at an early date in order to push forward
bilateral economic and trade relations and benefit both sides," Qin said.

The spokesman made the remarks in response to a question on Italian Prime
Minister Romano Prodi's pledge to help China to gain full market economy
status in the EU.

He said to recognize China's full market economy status serves the
interests of both China and EU members and China appreciates EU members'
positive efforts in promoting China-EU relations.

There's been a fascinating way of building constituencies for reform and
compensating individuals. There's never been a big dramatic shift from
one point to another.

On the vision side, rather than the big bang, a dual track was followed.
There was not a dramatic shift from the State-owned enterprises to the
market sector in one go. It was gradual.

The role of the State in non-agricultural employment is lessening. The
private sector is increasing. This is actually being done as a very
conscious strategy. China has two tracks - the market track along with a
planned track.

China was permitted to outgrow the planned track by harnessing the market
forces of its own dynamism. Of course there was a transition period to
shift people away from State-owned enterprises to the market sector. It
was not meant to be immediate and dramatic.

Capacity building has been a continuous priority. A lot of emphasis has
been placed on education and capabilities. In terms of sequencing,
economic reforms were connected to institutional transformations.
Research-based management was introduced.

China has used very strong results incentives. Provincial officials'
futures are affected by whether or not targets are met. As part of
China's investment in human development, literacy rates have risen
dramatically. And this was not just in the past two decades. This started
in the 60s, and the big jumps were in the late 70s onwards.

China had a very pragmatic approach to economic policy making and
transformation. Deng Xiaoping and all the associated planners saw that it
was vitally important to reorganize the bureaucracy as a precondition to
reform.

When the reforms were introduced in the late 70s, in two years the ages
of the ministers, governors, mayors and department heads were lowered.
This meant thousands of younger leaders, because the top leadership felt
that without that the reforms would not succeed.

There's a lot of debate in economics on the meaning of "social capital".
It basically means social cohesion. If a country's social cohesion is
good, a country has good social capital.

China's investment in health and education in the 1960s and 70s was
critical in maintaining this cohesion. The link between investment in
human development and economic growth is well established.

Deng Xiaoping's reforms would not have succeeded without the foundation
laid by Mao Zedong. What happened in the first stage of reform was that
the equality structure was totally transformed, allowing policies to bear
fruit. Mindsets were changed. Since many reforms had not succeeded,
including the Great Leap Forward, people wanted something that worked.

So what you had was an attempt to align - align institutions, align
policies. No one would say the policies were first best policies, as
economists like to say, or even second best; but they were appropriate.

Starting from July 1st, China will cut or eliminate export tax rebates
for more than 2,800 export items. This is the boldest move yet to rein in
exports since China joined the World Trade Organization in 2001.

According to the Ministry of Finance, the targetted items account for 37
percent of all exported products. The textiles industry is one of the
most affected areas.

The tax rebates of textile export goods will be deducted by 2 per cent.

Currently the average profit margin in the textiles and clothing industry
is no more than 5 percent. Such a disincentive will result in benefits of
the textile industry shrinking by 10 to 20 percent.

Many clothes business traders say they've sensed the pressure brought
along with the measure.

Huang Xinhua is deputy manager of a textile company in eastern China's
Zhejiang Province.

"As we could not get the cargo delivered by the end of June, we will have
to accept the reduced tax rebates. So basically for this round of deals
our net profit is very small."

The textiles industry is described by the Ministry of Commerce as "easy
to trigger trade frictions".

As the major creator of China's huge trade surplus, it comprised more
than 70 per cent of China's total trade surplus last year.

Professor Xu Fu with the International Economy department of the
Tianjin-based Nankai University, says China's exporters should use this
opportunity to restructure the industry, and actively change their ways
of making profits.

"Small textile clothes manufacturers should improve the quality of their
products and their service, in order to offset the loss in tax rebates.
They should also develop a series of brand name products to increase
their competitiveness."

Chinese stocks kept plunging deep today while awaiting for legislative
approvals on a series of measures that may result in capital diverting to
other investment channels from the stock market.

Total turnover of stocks enclosed by the two major indices was 163.5
billion yuan, the lowest since May 29.

The benchmark Shanghai Composite Index opened nearly 90 points lower from
3,824.29 and closed at 3,820.70, down 93.5 points or 2.39 percent. It
went through the day mostly below yesterday's closing line, except
hitting the highest point at 3,919.35 once in the afternoon. It almost
lost another 100-point grade at 3,800 when it hit the lowest 3,779.81 in
the morning, but bounced back afterwards.

Of the A shares listed on the Shanghai bourse, 106 went up, but 665
dropped and 78 ended unchanged. Shanghai Airlines grew 10.05 percent to
6.24 yuan as the top gainer, followed by Jiangsu Shuangliang
Air-Conditioning Equipment with a 10.01 percent rise. Inner Mongolia
Mengdian Huaneng Thermal Power, however, dropped 10.06 percent to lead
the other falling shares.

China Unicom, with the largest trading volume, added up 0.11 yuan to its
share price while China Yangtze Power, with the largest transaction
value, slipped 0.01 yuan by the closing.

The Shenzhen Component Index, tracking the smaller Shenzhen Stock
Exchange, opened lower from 12,555.51 and closed at 12,546.45, 335.73
points or 2.61 percent lower than yesterday's closing. It went through
the day within a range from 12,341.58 to 12,862.28, both lower than the
previous closing level.

Of its A shares, 62 gained, 94 ended flat but 488 lost in prices. The new
share Shenzhen Topband Electronics took up the top place in the gainer's
list by rocketing 473 percent to 60 yuan on its first trading day. On the
other side of the table, Shandong Shanda Wit Science and Technology fell
to the bottom with a 10 percent slump.
