Hong Kong's economic foundation still strong

There are reasons for Hong Kong to feel optimistic these days. The stock
market is gaining momentum, the government has reported a
higher-than-forecast budget surplus, and an international credit rating
agency gave Hong Kong its strongest ever vote of confidence.

The credit rating upgrade is in recognition of the city's strong economic
fundamentals, according to financial secretary John Tsang.

Things certainly didn't seem so assured a few months ago when many Hong
Kong economists and business leaders were fretting about the erosion of
competitiveness, especially in capital intensive economic sectors, in the
face of rising challenges from mainland cities, particularly Shanghai and
Shenzhen.

The question to ask is what constitutes Hong Kong's economic
fundamentals? Industry was out many years ago. With the wholesale
migration of manufacturing activities to the mainland, domestic exports
have slipped into economic oblivion. Re-exports of goods made on the
mainland, the main engine of economic growth in the 1990s, is fast
dissipating as more and more shipments are diverted to ports in Shenzhen
and other cities in Guangdong province.

Meanwhile, the mainland stock market's boom has greatly boosted
Shanghai's standing as a credible source of capital and raises the
question of Hong Kong's long-term relevance to the mainland's economic
development. The media on the mainland and in Hong Kong has greatly blown
up the expectation that Shanghai will overtake Hong Kong in the amount of
capital raised in initial public offerings and the issuance of other
instruments.

But we don't believe that such developments have in any way shaken Hong
Kong's economic foundation, which rests securely on the bedrock of a
dynamic free enterprise system, preserved and disciplined by the rule of
law. That system will not perish as long as we have a relatively
corruption-free government that is efficient and accountable, and an
independent court of law that is seen by the public to dispense justice
fairly, equitably and without undue delays.

To be sure, Hong Kong's container ports, no matter how efficient they may
be, can never hope to compete with facilities in Shenzhen in terms of
cost. Also, Shanghai has never been shy about its bid to become China's
premier financial center. But there is nothing to stop Hong Kong from
leveraging its existing advantages to benefit from these developments.

It is clear that Shanghai's bid to be an international financial center
is dependent on the renminbi becoming fully convertible. For various
reasons, that process is expected to be long and gradual. It leaves
plenty of time for Hong Kong to expand and consolidate its role as an
international financial center and to explore with Shanghai on developing
business opportunities on a complimentary basis.

The latest economic indicators have pointed to the fact that the
transformation into a high-value-added, knowledge-based economy is
producing results. But market forces have produced a number of unpleasant
side-effects that have manifested in the widening wealth gap.

Understandably, tough legislations to maintain a more balanced course of
development could distort the market forces at play. But the Hong Kong
government can certainly afford a more generous housing program to ease
the pain of a growing number of families hit by dwindling income.

Should Beida recruit more recommended students?

Peking University released its recruitment plan for postgraduates on
Sunday, which raised dissatisfaction of students from other universities.

Beida plans to enroll 4,300 postgraduates and 1,400 doctorial students
this year, but not all college graduates can go there by taking an
entrance exam. The prestigious university will focus on recruiting those
who do not need to sit exams, but instead rely on the recommendations of
the colleges where they received their bachelor degrees.

The plan shows of the prospective postgraduates studying sciences, 50 to
80 percent of them will be recommended. And at least half of the new
postgraduates in other departments will also be recommended to Beida. In
total, the university will enroll seven percent more recommended students
than last year. As a result, only a few prospective postgraduates can
enter Peking University by taking entrance exams.

In the past, half of those recommended students were from Beida, and the
other came from other post secondary institutions. Peking University' s
admission policy says only excellent graduates who are from prestigious
universities and recommended by their colleges are entitled to enter
Beida without taking postgraduate entrance examinations. However, very
few students are lucky enough to get the chance.

A student at Capital Medical University is unhappy with the plan. "I
think it's very unfair!" she exclaimed. "Although Beida will enroll 4,000
postgraduates this year, only half of them will be picked by the entrance
exam." She continued, "Only one student in my class can be recommended.
We just want to go to Peking University through our hard work. But how
can we get in with such few chances?"

"I didn't do well in my college entrance exam four years ago," says Li
Chen, a graduate at a university outside Beijing . "I wish to be a
postgraduate in Beida by taking an examination. Can't postgraduate
students get in even if they don't have a bachelor's degree from a top
university? It's prejudice. All prospective postgraduates at Beida should
compete in the entrance exam."

Peking University has its reasons to recruit more students through
recommendation. Through their experience, supervisors of postgraduates
have found that recommended students "have higher academic levels and
tend to be more devoted to studying".

Professor Wen Rumin has worked as a postgraduate supervisor for a long
time in Beida's Chinese Department. He says, "The university is doing the
right thing since some prospective postgraduates are only good at taking
exams rather than academic studies." He believes the academic levels of
recommended students are higher than their counterparts who come to Beida
by taking exams.

Wen did not think the recruitment policy is unfair because the most
important goals of postgraduate education are guaranteeing the teaching
quality and selecting qualified talent.

Other supervisors think many students come to Beida by taking the
entrance exam and only want to get a degree from Beida rather than really
study a subject. From this aspect, they are not as good as those
recommended students, who are more welcomed by supervisors.

An educator and professor at Renmin University , Gu Haibing, said Peking
University has right to decide how to recruit students. Universities and
supervisors should be entitled to enroll suitable postgraduates, as long
as the recruitment process is open and with essential supervision.

ZHENGZHOU, July 30 - Sixty-nine miners were trapped after a coal mine
flooded in central China's Henan Province, rescue headquarters said
Sunday night.
The flooding occurred at around 8:40 a.m. Sunday at the Zhijian coal mine
in Shanxian county, about 200 kilometers west of Zhengzhou, capital of
Henan, when 102 miners were working underground, the rescue headquarters
said.
Thirty-three managed to escape but 69 others were trapped, it said after
checking the numbers. The mine reported earlier that 70miners were
trapped because of miscalculation.
"The rescue operation is going on in an orderly way and the most import
task is to try every effort to pump water for the time being," said an
official with the headquarters.
Rescuers are also ordered to use the ground ventilation system to supply
wind to the flooded mine and drill holes from the ground to the shaft
where miners are trapped to ensure enough oxygen.
Floodwater triggered by rainstorms Saturday night swamped the mine
through an aluminium mine pit and an old shaft of the mine, the
headquarters said.
The floodwater had been initially said to have come from the bed of a
nearby river.
The mine, built in 1958, is a state-owned one operated by Zhijian Mining
Co., Ltd. It has a designed annual production capacity of 210,000 tons,
but actually produces 300,000 tons every year.
Li Yizhong, head of the State Administration of Work Safety, has arrived
at the mine to direct rescue operation.

Three Gorges facing flood peak but doing well

YICHANG, July 21 --The Three Gorges reservoir on Friday saw its highest
flood peak this year, but with no disruption of operations.
Located in central China's Hubei Province, the Three Gorges project, the
world's largest hydroelectric project, had a water flow of 43,000 cubic
meters per second at 8:00 p.m. Friday.
"We managed to keep water level under 144 meters by opening 16 of the 23
sluice gates to ease the flood pressure on the mid-lower reaches," said
Zhao Yunfa, a senior official with China Yangtze Three Gorges Project
Corporation (CTGPC).
The rising water level, due to the continuous rainfall on upper reaches
of the Yangtze River, has posed a threat to vessels between the dam and
Gezhou Dam Project, the first giant water conservative project built over
Yangtze River in 1989, 38 kilometers downstream.
"The water level is expected to fall gradually tomorrow," noted Zhao.

July 20 - One of the conjoined twin girls in southwest China's Guangxi
Zhuang Autonomous Region died of heart and lung failure on Thursday less
than 48 hours after being separated from her sister.
Four doctors at the No. 303 Hospital of the People's Liberation Army in
Nanning spent six hours on Tuesday evening separating the twin's livers,
repositioning the girls' hearts and dividing a shared intestine.
The girls, who spent their first six days with their noses just inches
apart, could finally sleep in separate incubators in intensive care as of
early Wednesday morning, but they both remained in a critical condition.
Doctors failed to save the life of one of the eight-day-old baby girls,
who was born with complicated heart disease that led to heart and lung
failure, according to Shi Dekun, a doctor in charge of the operation.
The other girl is in a relatively stable condition now, but she still has
to survive this crucial, and dangerous seven-day period, said Shi.
Five doctors are taking care of the baby, who is breathing with the aid
of a respirator.
Shi said that ideally the surgery would be performed when the twins were
two months old, but in this case they had no choice as the twins were ill
with pneumonia.
When the girls were born on July 11, they shared a common pericardium and
part of a liver and intestine.

July 11 - More than 150,000 people in southwest China survived an early
morning flood thanks to timely government warnings delivered by mobile
phone text messages, loudspeakers and door-to-door visits.
"The flood was so sudden I would have drowned if I had not received the
messages," said Zhang Xue'an, a resident of Qujiang in Quxian in Sichuan
Province.
He began to receive messages on his mobile phone on July 3, and was told
by local flood control authorities that a flood was only a few days away.
He bought biscuits and bottled water, which proved very useful when his
home was flooded three days later and water and gas supplies were cut off.
About half of the 150,000-strong residents in Qujiang have mobile phones,
which means text messages are a very rapid means of spreading flood
information.
Wang Chenggao, owner of a stationery shop, moved his belongings to the
top floor of his house after receiving messages, managing to preserve the
family assets including the stock of stationery.
The worst flood on record hit Qujiang at 3 a.m. on July 7, submerging two
thirds of the town's streets and flooding the first floor of many houses.
To warn families with no mobile phones, authorities put flood information
on the local television channel and used loudspeakers in the countryside.
Sirens resounded in the county seat to alert residents.
Zhang Kaifu and his family managed to avoid the landslide that engulfed
three rooms of his house on Thursday evening in Sanhui Town. Zheng knew
from listening to loudspeakers that there was a high risk of a landslide
and had time to evacuate items from the house.
In remote areas where radios and telephones are not used, grassroots
officials went to inform residents on foot.
Gao Mingwen, party chief of Qujiang Town, detected a possible landslide
during an inspection late on Thursday night. He went door to door to
inform the families threatened by the possible landslide and helped 31
people evacuate, preventing an accident that could have cost many lives.
"After warnings were spread by texts messages and loudspeakers, we were
ordered to visit every family personally and ensure that none was
threatened by a flood or a landslide," said Sun Xiaoyan, party chief of
Sanhui Town.
Tianxing Town ordered every official to take care of a family that might
be affected. Li Jinsong, headmaster of the local primary school, risked
floodwater reaching his waist to visit his designated family. "I had to
make sure they were safe, or I would have been punished," Li said.
Quxian county suffered from floods in 2004 and 2005. The experience
taught local authorities that it was critical to inform people in
flood-prone areas in time.
"The earlier (people are informed) the better! They know how to protect
themselves," said Yang Xuechun, head of Quxian flood control office.
About 115,000 people have been evacuated in Quxian this year because of
floods and 38,000 others rescued by boat.

Beijing's population close to 15 million

Chinanews, Apr. 26 - According to the latest vital statistics report by
the Beijing Statistics Bureau, Beijing's permanent population reached
14.927 million at the end of 2004. That is 2.6-fold the 1949 figure of
4.201 million people. In the past 55 years, Beijing's population has
grown at an annual average rate of 195,000 persons, or 2.3%.
The municipality describes in the recently released "General City
Planning of Beijing Municipal City (2004-2020)" that it will control its
population volume at around 18 million by 2020, at an annual growth rate
of 1.4%.
However, some experts suggest that the government should defer to market
rules and control the population according to market demand rather than
depending on administrative means. And, issues like the growing influx of
non-permanent residents and the transplant of the population are urgently
in need of both research and solutions.

Little fatty likely to appear in Hollywood film

July 3 - Shanghai teenager Qian Zhijun who was catapulted to celebrity
status with a photo of his chubby face, is now likely to land a leading
role in a Hollywood thriller.
The Chongqing Evening News says New Line Cinema, a major Hollywood film
studio, is inviting Qian Zhijun, commonly known as Xiao Pang or Little
Fatty, to star in a film adaptation of "Ghost Blows Out the Light," a
popular Chinese online novel about a group of tomb raiders and their
mysterious adventures in ancient tombs.
Sources from New Line Cinema suggest Xiao Pang is perfect for the role
because he and the novel share a common popularity among Internet users.
The 19-year-old's chubby face has become a favorite tool for Chinese
Internet users to practice their Photoshop skills -- many use his face to
replace the visages of such famous icons as Harry Potter, Austin Powers
and the Mona Lisa.
With little acting background, Xiao Pang is actively preparing for any
possible auditions, according to the report.
The actor for another leading character is reportedly to be selected from
well-known Hong Kong stars.
The novel "Ghost Blows Out the Light" debuted as a smash hit on the
Internet back in March last year, and was later released in printed form
in October.
Previous reports suggest that New Line Cinema hopes to create a Harry
Potter-style series, with several installments.

The seismograph invented in 132 AD by ZHang Heng, Chinese scientiest of
the East Han Dynasty (25 AD - 220 AD), was the firest of its kind in the
world. However, the original model was lost.Wu Di and Wu Yongcai from
Nanyang, Henan Province has successfully reproduced it after 6 years of
hard work, and their model has been approved by several experts. The

New social stratum contributes greatly to society

Chinanews, Beijing, June 19 �C A new social stratum is taking root in
China and gradually changing the society. The China Youth Daily Social
Investigation Center and Sina.com Information Center recently carried out
a joint survey about the new social stratum in China. About 1,643 Chinese
people participated in the survey. The result of the survey shows that
58.5% of the respondents say the new social stratum has made ��big�� or
��very big�� contributions to society.
As China further carries out the reform and opening-up, a new social
group has begun to take shape in China. They do not belong to the workers
class, the farmers class, or the intellectuals class. They are a new
social stratum and it is developing quickly in society, said Chen Xiqing,
vice director of the United Front Work Department of the Central
Committee of the Communist Party of China.
There are about 50 million people who belong to this new social stratum.
If the number of people who work in related fields is included, it is
estimated that the new social stratum consists of 150 million people.
This new group of people hold 10 trillion yuan of the capital, use over
half of the technology patents and contribute to nearly one-third of the
national tax revenue. Every year, it creates jobs for over half of the
new workforce in society.
According to Chen's criteria, the new social stratum is made up of people
who previously belonged to the workers class, farmers class, or the
intellectuals class, with most of them being intellectuals. In terms of
the profession, most of them work in the non-public sectors of the
economy. People in the new stratum usually make high incomes and most of
them are not Communist Party members. Their profession or identity
changes from time to time. People in this stratum like to participate in
social activities and gain social recognition.
The survey shows that half (50.5%) of the respondents do not think
themselves as members of the new social stratum. Despite this, most
people in society view people in this stratum in a positive light. 46.5%
of the respondents think these people are well-educated; 46.3% of the
respondents think they are willing to accept new ideas and know how to
protect their own rights according to law; 43.2% think they are the
beneficiaries of China's reform; 42.4% think they are relatively
well-off, and 41.5% think they represent the new productive forces in
society. In addition, 40.6% of the respondents think they do not have a
sense of social belongingness, a phenomenon just as what Mr. Chen
expected.

laborers at brick kilns and other illegal workplaces, said a public
security official on Friday.
To date 331 people, including nine children, were freed in Shanxi,
bringing the total number of slave workers rescued in China to 548,
including 217 freed in the neighboring Henan Province.
Shanxi has mobilized more than 14,000 police officers to raid more than
2,500 brick kilns, coal and iron mines across the province, according to
Du Yulin, director with the provincial public security bureau.
The local government is contacting the families and the hometowns of the
victims.
Twenty-four suspects have been detained.
Du said authorities have been given a deadline of 10 days to investigate
every brick kiln, coal mine, iron kiln and interview every worker
personally.
Du asked local authorities to crack down on illegal kiln owners and other
criminals with a firm hand and punish officials according to law.
If local officials fail to save all the people before the deadline, they
will face chargers of dereliction of duty, Du warned.
Shanxi launched a crackdown on Friday cracking on illegal workplaces. As
of July 15, enterprises must have legal business licenses and migrant
workers must register at public security bureaus, said Jin Shanzhong,
deputy governor of Shanxi.
Employers must provide necessary working and living facilities for their
employees and pay salaries on time. No beatings, overtime work, or child
workers are allowed, he said.
Wang Dongji, Party branch secretary of Caosheng Village, is being
investigated after his son was found to be an owner of the illegal brick
kiln which forced 32 people to work under extremely cruel conditions.
Other county-level officials involved in the case are also being
investigated.
Wang Bingbing, the kiln owner, and three taskmasters have been detained.
Police are hunting for three other suspects in five provinces.
Police have rescued 31 people from slavery at the kiln. One worker was
allegedly beaten to death last November.
China's central government will send a team of investigators to look into
the use of "slave labor" at illegal brick kilns in central China, which
has raised great concerns among the public.
The Ministry of Labor and Social Security (MLSS), which will head the
team, said preliminary investigations show the incident may involve
abducted and forced labor.
"The team will find out the truth as soon as possible, and we will go all
out to rescue the workers who had been forced to work as slaves in the
brick kilns," said Sun Baoshu, deputy minister of MLSS, on Friday.
"The criminal offenders will be dealt with to safeguard the legal
interests of the workers," Sun said.

June 2 - China wrapped up its Beilun Cup four-nation women's volleyball
tournament campaign on Friday with a five-set victory over Cuba.
The Chinese team, who went down in five set to Cuba last week in another
international tournament also held in China, took sweet revenge on their
arch rivals by prevailing 25-18, 15-25, 18-25, 25-16, 15-11 in one hour
38 minutes.
China, who had earlier crushed the Dominican Republic and the Netherlands
in straight sets, kept a perfect sheet. Cuba was the runner-up with a 2-1
win-loss record. The Dominican Republic (1-2) was third and the
Netherlands (0-3) finished fourth.
Rolled on by sizzling spikes from Sun Xiaoqing and Li Juan, a fired-up
China dominated the first set, but the Cubans were unstoppable in the
following two sets as their powerful serving held China at bay.
Head coach Chen Zhonghe made a change to the Chinese line-up at the start
of the fourth set, replacing Sun with Yang Hao. The change turned out
effective as China built up a fluid attacking rhythm which Brazil could
not stem. On their second set point at 24-16, Zhou Suhong made no mistake
with a kill to tie the score 2-2.
Teams traded points in the opening stages of the decider. When both sides
were locked at 5-5, China won five points successively to surge ahead.
Leading at 14-8, however, China could only clinch the winner on its
fourth match point when Ramirez Echevarria Daimi' serve fell into the net.
Li Juan top socred for China with 16 points, from 13 spikes and three
blocks. Captain Zhou Suhong added 12 points and Sun Xiaoqing had 7 points.
Cuba's leading scorer was Yumilka Ruiz Luaces, who smashed 17 kills in
her 18-point haul.
After losing their first two games to Cuba and China, the Dominicans
regained a bit of confidence with a 25-21, 20-25, 22-25, 25-17, 17-15
victory over the Netherlands in the day's other game.
